Why Microsoft Entra ID over Okta

Executive summary

The identity provider market has reached a strategic inflection point. Organizations that built their identity infrastructure on Okta are reconsidering that decision for three converging reasons: Okta's repeated security incidents have eroded trust in the platform's security posture, Microsoft 365 licensing already includes Entra ID P1 and P2 at no additional per-user cost (making Okta a redundant spend), and the Microsoft security stack -- Defender, Sentinel, Purview, Security Copilot -- delivers compounding value when identity is native to the platform rather than federated through a third party.

This document presents the strategic case for migrating from Okta to Microsoft Entra ID. It is written for decision-makers, not marketing audiences. Where Okta retains advantages, we say so explicitly.


1. Okta security incidents have changed the risk calculus

The incidents

Identity providers are the root of trust for entire organizations. When the identity provider itself is compromised, the blast radius extends to every connected application, every user session, and every piece of data those users can access. Okta has experienced multiple significant security incidents:

Why this matters for identity providers specifically

Not every vendor security incident is equal. A breach of a CRM vendor or a project management tool is serious but bounded. A breach of the identity provider is categorically different:

  • Trust hierarchy: The IdP sits at the top of the trust hierarchy. Compromising the IdP potentially compromises every application and every user session.
  • Session tokens: Access to HAR files containing session tokens means attackers could impersonate any user who filed a support case -- accessing their SSO sessions across all integrated applications.
  • Source code exposure: Source code for an identity provider may reveal authentication logic, cryptographic implementations, and security control bypass paths.
  • Pattern of understatement: Each Okta incident followed a pattern where initial scope claims were revised dramatically upward. For security decisions, you must plan for the actual scope, not the initial disclosure.

What Entra ID's security posture looks like

Microsoft is not immune to security incidents. The Storm-0558 incident in 2023 demonstrated that even Microsoft's identity infrastructure can be targeted. However, the response included:

  • Immediate public disclosure with technical detail
  • Publishing the root cause analysis (Microsoft Security Response Center)
  • $20B in security investment commitment over five years
  • Secure Future Initiative with identity-specific hardening
  • Enhanced token validation and key rotation practices

The difference is scale of response and investment capacity. Microsoft invests over $4 billion annually in security R&D and employs 15,000+ security professionals. The security team that protects Entra ID also protects Azure, Microsoft 365, and the consumer Microsoft Account infrastructure serving billions of users.


2. M365 licensing inclusion -- the cost argument is overwhelming

Okta costs money. Entra ID is already paid for.

This is the single most compelling financial argument for migration. If your organization licenses Microsoft 365 E3 or E5 -- and most enterprises and federal agencies do -- you are already paying for Entra ID P1 or P2.

For a 5,000-user organization with M365 E5: Okta costs \(535K-\)715K annually in addition to M365 licensing. Entra ID costs $0 incremental.

This is not a marginal savings. It is the complete elimination of an identity provider line item.

The "we already have Okta" fallacy

Organizations sometimes argue that because Okta is already deployed and operational, the switching cost exceeds the savings. This argument fails under scrutiny:

  1. Okta costs are recurring. Every year, the organization pays \(100-\)700K+ for identity capabilities that are already included in M365 licensing.
  2. Migration cost is one-time. The cost of migrating from Okta to Entra ID is a project cost incurred once, typically \(150K-\)400K for professional services and internal effort.
  3. Break-even is fast. Even at the low end of Okta spend ($200K/year), migration pays for itself in 12-18 months.
  4. Operational cost decreases. Post-migration, the organization manages one identity platform instead of two, reducing training, staffing, and vendor management overhead.

3. Unified Microsoft security stack

The integration dividend

Entra ID is not a standalone identity product. It is the identity fabric for the entire Microsoft security ecosystem. When identity is native to the platform, security capabilities compound:

Why integration depth matters

With Okta as the IdP, every Microsoft security integration requires federation, API connectors, or custom middleware. Each integration point is a potential failure point, a latency addition, and a maintenance burden.

With Entra ID as the IdP, these integrations are native. No connectors to maintain. No federation tokens to troubleshoot. No sync delays to manage.


4. Conditional Access exceeds Okta sign-on policies

Entra Conditional Access is not just "Okta sign-on policies in Microsoft." It is a fundamentally richer policy engine that extends to scenarios Okta cannot reach.

Authentication context -- a capability Okta lacks

Authentication context allows Conditional Access policies to trigger based on what a user is doing within an application, not just whether they are accessing the application.

Example: A user accessing SharePoint requires standard MFA. But when that user attempts to download a document labeled "Confidential," authentication context triggers a step-up to phishing-resistant MFA (FIDO2 or passkey).

Okta sign-on policies operate at the application boundary. They cannot see inside the application to enforce context-sensitive controls.


5. Copilot identity integration

Microsoft Security Copilot integrates deeply with Entra ID to provide AI-assisted identity operations:

  • Natural language investigation: "Show me all risky sign-ins for users who accessed the finance SharePoint site in the last 7 days"
  • Automated remediation suggestions: Copilot analyzes identity risk signals and recommends Conditional Access policy changes
  • Identity posture assessment: Copilot evaluates current Conditional Access policies and identifies gaps against Zero Trust benchmarks
  • Incident triage: When Identity Protection flags a high-risk user, Copilot correlates identity signals with Defender XDR endpoint signals and Sentinel SIEM data to provide a unified investigation view
  • Policy simulation: "What would happen if I required phishing-resistant MFA for all users accessing Fabric workspaces?" -- Copilot simulates the impact before policy deployment

Okta has no integration with Security Copilot. Okta's AI capabilities are limited to ThreatInsight (anomaly detection at the IdP layer) and do not extend to the cross-platform investigation and response capabilities that Copilot provides.


6. Where Okta retains advantages (honest assessment)

This migration guide would be incomplete without acknowledging areas where Okta offers advantages:

When NOT to migrate

Migration is not appropriate for every organization:

  • No M365 licensing: If you do not have M365 E3/E5, the cost argument weakens significantly. Standalone Entra ID P1/P2 licensing is \(6-\)9/user/month, which may not provide meaningful savings over Okta.
  • Multi-cloud IdP requirement: If your strategy explicitly requires an IdP-neutral identity provider across AWS, GCP, and Azure equally, Okta's cloud-neutral positioning may be preferable.
  • Deep Okta Workflows investment: If you have 50+ complex Okta Workflows with connectors to non-Microsoft systems, migration effort may be substantial.

Executive Order 14028 and OMB M-22-09

Federal agencies must implement Zero Trust architecture by specific milestones. OMB M-22-09 specifically requires:

  1. Phishing-resistant MFA -- Entra ID supports FIDO2 passkeys, Microsoft Authenticator with number matching, and certificate-based authentication. These are native, not add-on.
  2. Least-privilege access -- Privileged Identity Management (PIM) provides just-in-time, just-enough access with approval workflows and access reviews. Okta's equivalent requires Okta Privileged Access (additional license).
  3. Device trust -- Conditional Access with Intune compliance provides native device trust without third-party MDM integration.
  4. Continuous validation -- Continuous Access Evaluation (CAE) enforces policy changes in near-real-time rather than waiting for token expiration.

CISA identity pillar

CISA's Zero Trust Maturity Model positions identity as the first pillar. Entra ID provides every capability in the identity pillar at the "Advanced" and "Optimal" maturity levels without requiring additional products or integrations beyond M365 E5.

For organizations already invested in Microsoft 365, continuing to pay for Okta means paying twice for identity while accepting a narrower security posture and a provider with a concerning security incident history.
